Whether grout needs sealing depends on its chemistry. Standard cement grouts are porous and usually benefit from a penetrating sealer; many high-performance cement grouts and most urethane and premixed products say sealing is optional or not recommended; 100% solids epoxy grouts generally do not need it. The product's technical data sheet has the final word.

Sealer does not make grout waterproof. It slows absorption so stains stay on the surface long enough to be cleaned.
